DATA ON EDUCATION, QUALIFICATION AND SALARY OF OFFICIALS WHO, ACCORDING TO THE LAW, HAVE THE OBLIGATION TO DECLARE THEIR ASSET AT THE UNIVERSITY OF MEDICINE, TIRANA.
Based on Law No. 9049, dated 10.4.2003 “On the declaration and control of assets, financial obligations of elected officials and public servants”, as amended, as well as Law No. 9367, dated 07.4.2005 “On the prevention of conflict of interest in the exercise of public functions”, as amended, the two officials/authorities who have the obligation to declare private interests periodically/annually at the University of Medicine, Tirana, are:
The Rector of the University of Medicine, Tirana, Prof. Dr. Arben Gjata, completed his higher studies in General Medicine in 1985. In the years 1985-1988 he completed the postgraduate specialization in the specialty “General Surgery”, and later from 1992-1994 the specialization in surgery at the “Westfalische-Wilhelm University” in Muenster, Germany. Currently, since 2014, he holds the Academic title “Professor”.
He has completed many qualifications and subsequent specializations abroad such as Italy, USA, England, France. Prof. Dr. Arben Gjata in the capacity of Rector of the University of Medicine, Tirana, is paid the salary according to the link no. 1 of the Council of Ministers no. 268 dated 29.3.2017 “On some changes in the Council of Ministers no. 748 dated 11.6.2009 "On the treatment of salaries and allowances for academic staff of public institutions of higher education" as amended, with the salary of the position "Rector".

ELECTION PROCEDURE, COMPETENCES AND DUTIES OF UMT SENIOR OFFICIALS, PROCEDURES THAT THEY FOLLOW TO MAKE DECISIONS.
Elections for the governing authorities and governing bodies at the University of Medicine, Tirana as a public institution of higher education, are held periodically, every four years, simultaneously in all public higher education institutions in the Republic of Albania.
They are announced by a special Order from the Ministry responsible for education, then according to the provisions of the legal and sub-legal acts in force as well as the internal ones of the university, the election process at the University of Medicine, Tirana follows.
More specifically, for more extensive information regarding the election process, we can refer to the publications on the official website of UMT (umed.edu.al).

COMPETENCIES AND DUTIES OF SENIOR OFFICIALS OF UMT.
The Rector is the highest academic authority of UMT, as well as its legal representative for academic and protocol matters.
The functions of the Rector are dealt with more extensively in Article 29 of the UMT Statute.

The Rector performs the following functions:
1. is the chairman of the Academic Senate and reports to it;
2. directs and represents UMT in relations with third parties on academic and protocol matters;
3. is a member of the Rectors' Conference;
4. exercises legality control over the management authorities of the main units;
5. signs diplomas at the end of study programs organized at UMT, without the right to delegate his signature;
6. signs the academic titles "Professor" and "Associate Professor" and the scientific degrees "Doctor", after their approval, without the right to delegate his signature;
7. proposes the candidate to the Vice-Rector(s) for approval in the Academic Senate and appoints or dismisses him/her/them after the approval of the Academic Senate;
8. appoints the winning candidate of the elections as the head of the main unit;
9. signs agreements for cooperation between UMT and higher education institutions, domestic and foreign, various associations and organizations, in the framework of the realization of academic interests for the exchange of experience and cooperation in the teaching-scientific process, as well as for the qualification of academic employees. For draft agreements or special cooperation contracts with third parties, the rector may also obtain the approval of the Academic Senate of UMT;
10. proposes to the minister responsible for education the dismissal of the head of the main unit in cases of committing flagrant criminal offenses or serious violations of the law and by-laws, inability to perform the duty and in cases provided for in the UMT Code of Ethics. The minister expresses his opinion within one month. In case of dismissal, the rector, within 2 (two) months from the date of dismissal, appoints one of the deputies of the head of the main unit to the position, until the election of the new authority. Immediately after dismissal, he announces early elections, which are held within 6 (six) months from the date of dismissal.;
11. establishes temporary committees and working groups, to which he assigns special tasks;
12. takes disciplinary and administrative measures for the UMT personnel under his command, in accordance with the legislation in force and this statute;
13. approves and decides on the expulsion of students from UMT in the cases provided for in this statute and in the regulations;
14. participates, without the right to vote, when requested or on his own initiative, in the meetings of the constituent bodies and units of UMT, in which he does not participate legally or according to this statute;
15. requests information from the Board of Administration on issues within its competence;
16. submits for approval to the Academic Senate and, subsequently, to the Board of Administration, the Rectorate's proposal for the general structure and number of personnel of the institution for all levels;
17. submits for approval to the Academic Senate the strategic development plan of the institution;
18. signs employment contracts for academic staff, academic assistants with an academic character and academic assistants with an administrative character of UMT. The appointment and dismissal of personnel is carried out in accordance with the criteria, the approved organizational structure and the legislation in force;
19. approves requests from academic staff for part-time employment only in another higher education institution, after approval by the head of the basic unit and the head of the main unit;
20. resolves issues of competence between the bodies and heads of UMT units;
21. resolves disputes between the heads of the main units, as well as between the head of the main unit and the head of the basic unit;
22. exercises controls, on his own initiative or at the request of the governing bodies/authorities, on the quality of teaching, scientific research and the implementation of employment contracts;
23. determines the scope of action of the vice-rectors and changes them when he deems it reasonable for the needs of the institution, in the cases and manner provided for in the UMT regulation;
24. delegates the signature to one of the vice-rectors under his authority, for the performance of certain tasks, when he deems it reasonable, in accordance with the legal framework in force;
25. presents academic, administrative and financial requests to the UMT administrator;
26. authorizes, if necessary, the entry of law enforcement officers into the university premises;
27. submits for discussion to the Rectorate the complaints made against the decisions of the various bodies of the main units;
28. has the right to participate, when deemed reasonable, in the meetings of the Board of Administration, where he can present suggestions, opinions and recommendations, with the aim of improving the work, better orientation in the administration of the institution and the highest interest of the University of Medicine, Tirana;
29. exercises other powers provided for in this statute and other acts of the UMT.
The Administrator of the UMT is the highest administrative authority and responsible for the proper functioning of the financial administration. He is the legal representative of UMT for financial and administrative matters. The functions of the administrator are dealt with more extensively in Article 55 of the UMT Statute.

The Administrator of UMT exercises the following functions:
1. is responsible for the general administrative and financial activities of UMT;
2. is the administrative director of UMT, implements the decisions taken by the Board of Administration and reports to the latter, who is his direct superior;
3. plans, organizes and directs the activities of UMT, through administrative management;
4. presents to the Board of Administration for approval the financial regulations of the university, as well as the structure and criteria for the appointment of administrative employees;
5. appoints and dismisses the administrative personnel of the functional dependence of UMT, in accordance with the criteria, the approved organizational structure and the legislation in force;
6. appoints and dismisses the administrators of the main units and basic units, after the approval of the Board of Administration;
7. controls the implementation of ethics rules by the administration and takes appropriate disciplinary measures against violations found only for administrative personnel under his/her control;
8. manages administrative personnel in his/her functional dependence, so that the staff's activity is fulfilled properly and in a timely manner;
9. exercises managerial responsibilities as the Authorizing Officer of UMT, according to the legislation on financial management and control;
10. approves the annual work plans of the units under his/her control and controls their implementation;
11. represents UMT before state institutions, or other entities on administrative and financial matters;
12. issues orders and other acts in function of managing administrative and financial activity within the institution;
13. exercises the functions and responsibilities of the Head of the Contracting Authority of the University of Medicine, Tirana, based on the legislation in force on public procurement;
14. coordinates the work on the preparation of the 3-year medium-term budget program for UMT;
15. drafts the annual draft budget, based on the proposals of the main units and basic units, based on the strategic development plan of the institution and its medium-term budget plan;
16. proposes the criteria for the administration of financial and material resources, which it presents for approval to the Board of Administration and supervises their distribution and implementation;
17. proposes to the Board of Administration of UMT the change of the destination of funds according to the requests of the spending units of UMT;
18. approves the detailing of the budget funds distributed to each spending unit;
19. reviews the requests and approves the redistributions within the same budget item of current expenses, without exceeding the budget limits approved by the Board of Administration;
20. monitors and controls the implementation of the annual budget of UMT;
21. reports to the Board of Administration on the implementation of the annual summary budget of UMT;
22. prepares and reports to the Board of Administration the annual summary analysis on the quality of the internal financial control system of the University of Medicine, Tirana;
23. presents to the Board of Administration and the Academic Senate the report on the financial activity of the higher education institution, at the end of the academic year;
24. may delegate one or more of its competencies to the personnel under its authority, according to the rules provided for in the Code of Administrative Procedures;
25. ensures the implementation of the administrative and financial requests of the Academic Senate and the Rector, in order to meet the academic, administrative and financial needs;
26. implements the conclusions of the audit engagement according to the legislation in force and periodically notifies the Board of Administration;
27. signs employment contracts for administrative personnel under his/her control, according to the provisions of the legal and sub-legal acts in force;
28. in cooperation with the academic and administrative structures of the university, proposes and follows up on the implementation of a medium/long-term plan with precise tasks and deadlines, for the generation of alternative income, aiming at the gradual increase of independence.
