The Ethics Council is a governing body at the University of Medicine, Tirana (UMT), which, in certain cases, exercises its functions also within the constituent units of the university, according to the provisions of the relevant regulations.
Competencies and Operation
The Council has the right to request and receive information from academic staff, teaching assistants, administrative staff, and the constituent units of UMT, except for the Academic Senate, the Rector, and the Board of Administration.
It may cooperate with individuals, bodies, and institutions outside the university only with the approval of the Academic Senate or, in exceptional cases, the Rector, who must then present the matter for approval at the first meeting of the Senate. In the absence of this approval, the findings of the Council are considered invalid.
The findings and recommendations of the Council are presented to the Rector, who, in cases involving academic staff, informs the Academic Senate.

The Ethics Council consists of 5 members, 4 of whom are part of the academic staff, and 1 member is appointed by the Rectorate.
Members are appointed by the Academic Senate based on the Rector's proposals.
The Chairperson is elected by the members of the Council and proposes the UMT Code of Ethics to the Academic Senate for approval.
Review of Complaints and Sanctions
The process of reviewing complaints, decision-making, sanctions, and their execution is regulated according to the Ethics Council’s regulations.
